Update on the Spoil Islands Projects

The Spoil Islands Projects (B, C and E) were discussed at the last Waterfront Implementation Committee meeting.

The Spoil Island E project is moving along (like a snail). The FIND (Florida Inland Navigation District) grant paperwork was delivered to Coconut Grove Waterfront Implementation project manager, Jose Lago. Work is now underway for design and permitting. The plan is to make the island a little beach, accessible by boat. 12 acres are earmarked for public access and Dinner Key Marina may provide launch service to moorings adjacent to the spoil island.

Funding for phase two construction, is expected to be a FIND grant application for 50% of the cost and a 50% match with Burn Notice funds. The Burn Notice production company pays rent to the city and that money goes into a fund, specifically to be used for the Waterfront Master Plan.

The committee asked for an audit of the Burn Notice funds available as well as what is in the master plan accounts from the private yacht clubs' bay bottom easement agreements (Biscayne Bay in 2006 and Coral Reef in 2007).

A two-story viewing platform is also on the list. Many believed the Stupa that was to be built for the Dalai Lama's visit would be the viewing platform. But that was in the plans long before the Stupa came up. The Committee asked about the proposed viewing platform height and design provided by Master Tsai, of Zen Village, and they question as to how it conforms to the master plan.

Islands B and C are in the works to be swimming areas. The City Manager, Carlos Magoya, approved the project. George Wysong is the Assistant City Attorney charged with writing the City ordinance for City Commission approval. Once the ordinance is approved the permit application can begin for FWC (The Florida Fish and Wildlife Conservation Commission) approval.
