Civil Rights Act violated regarding trolley garage

The Federal Government has decided that local governments (Coral Gables and the City of Miami) violated the Civil Rights Act by building the Gables trolley maintance facility in Village West.

The report found that other than posting a notice online, “the city of Miami took no action to solicit community input or otherwise evaluate the impact of the new maintenance facility on the local community.”

What else is new, when have they ever notified residents about anything from tree massacres to development plans?

One major issue is the project, the trolley facility, received federal money, it is not permitted to build said facility in a residential neighborhood.
