Would resident parking decals work?

People are talking about having parking decals for locals who would like to pay monthly or weekly for the decal.

A Grove resident would then be able to park at any metered spot without having to fiddle with the meters. The fees can be negotiated.

One problem I see up front is the time limit. How long will a car be able to park for free and are the meter attendants able to keep track? I have seen this done in many places where parking is free -- the tires are marked with chalk by the parking attendants as they make their rounds, and then if the car is not moved within a certain time limit, the driver is ticketed or warned. The attendant can tell if the car was moved by the position of the chalk mark and/or the color of the chalk.

They do this in the Hamptons in Long Island. Of course they allow free parking in the Hamptons, too. They are more civilized than we are.
