Rosie Reyes is holding the completed Jack Daniels statue at the Sandbar Grill. The Sandbar received the blank foam statue and their job was to paint it up for a contest. As you can see, they painted Jack to look like the Joker.
They now have to turn it in to the Jack Daniels company to be judged.
